Explanation
According to Web Content Accessibility Guidelines 2.1 AA, all prerecorded audio and video must include captions. Please see 1.1.2AA Captions. It’s also highly recommended to include transcripts (See 1.2.8AAA Prerecorded Media Alternative).
Providing captions for audio and videos is essential. The only exception to this rule is when videos are used as an alternative to text-based content and are labeled as such.
Application
UAMS provides faculty and students with an Academic Video Application called Kaltura. This service can host audio and videos and create automated and editable captions and transcripts. The service also integrates with Blackboard, making creating, managing, and uploading videos easy to do directly from Blackboard.
